From GOA: Get ready to pinch yourself. After eight years of clashing
with anti-gun bureaucrats and congressional leadership hostile to gun
rights, we have never been closer to victory in the battle to repeal
the National Park Service (NPS) gun ban. As you are by now undoubtedly
aware, NPS land is subject to a blanket gun ban.  A Bush
administration regulation partially reversing the ban was
singlehandedly negated recently by an activist judge in Washington,
D.C. Gun Owners of America reported last week about an amendment to
repeal the gun ban, sponsored by Senator Tom Coburn (R-OK), that
passed by an overwhelming 67-29 vote.  Senator Coburn attached his
amendment to a fast-moving "must pass bill," H.R. 627, dealing with
credit card industry reform… Bottom line:  we just need to make
certain that the gun ban repeal amendment passes in the House, after
which it will be joined back up with the main bill and signed into
law.  That's why the action item below - asking you to urge your
Representative to vote for repealing the NPS gun ban - is so crucial…

The Democratic-controlled Congress is moving to restore a Bush
administration policy that allowed loaded guns in national parks. The
Senate voted Tuesday to allow guns in national parks and wildlife
refuges, and the House could follow suit as soon as Wednesday. The
measure is included in a popular bill imposing new restrictions on
credit card companies. Democratic leaders have said they hope to send
a final version to the White House for the president's signature by
week's end. The Senate vote is a stark reversal from what many
gun-control advocates expected when a federal judge blocked the Bush
policy in March. The decision reinstated restrictions that had been in
place since the Reagan administration. The rules severely restrict
guns in the national parks, generally requiring them to be locked or

Advocates of gun rights are poised to win a Congressional victory that
eluded them under a Republican president. To the frustration and
discouragement of many Democrats, House and Senate lawmakers and aides
say it now appears likely that President Obama will this week sign
into law a provision allowing visitors to national parks and refuges
to carry loaded and concealed weapons. The White House is lukewarm at
best on the gun provision, which was added to a popular measure

survive rather than derail a consumer-friendly credit card measure

A coalition of House Democrats, retired rangers and supporters of
national parks called on House leaders Tuesday to kill a Senate-passed
amendment by U.S. Sen. Tom Coburn, R-Okla., to allow loaded guns in
national parks. Rep. Raul Grijalva, D-Ariz., chairman of the House
Subcommittee on National Parks, Forests and Public Lands, conceded the
group faced an uphill battle. That did not stop Grijalva and other
members of the coalition from describing the Coburn amendment and its
consequences in stark terms. Grijalva warned the Coburn provision
would be dangerous and accused the senator of hijacking a popular
credit card measure for no other reason but to score political points.
He dismissed Coburn's claims his language was about protecting
Americans' Second Amendment rights, adding the regulations that barred
loaded guns from parks have been in place for decades and never drew a

House Majority Leader Steny Hoyer admits that Democrats are conceding
the gun issue to Republicans for now. Republicans have been
increasingly using pro-gun amendments to throw a wrench into
Democratic legislation, attaching amendments to seemingly unrelated
bills allowing for expanded gun carrying privileges in national parks.
The tactic seems to be working, with Democrats acknowledging that
pro-gun members rule in both chambers. "There clearly is a majority in
both houses that the Second Amendment rights ... that relate to the
national parks are too restricted," Hoyer told reporters Tuesday. "The
reality is that a majority in both houses agree with that position."
Republicans have slowed down a D.C. voting rights bill using the
tactic, though a credit card bill with an amendment allowing for
expanded ability to carry guns in national parks is widely expected to
pass both houses. Hoyer vowed Tuesday that the D.C. voting rights bill
would pass "one way or another." "It's gonna happen," he said. (Voting
rights for D.C. are a direct violation of the Constitution.)

NRA Convention Reviewed: Money talks and B.S. walks. That about sums
up the state of the gun prohibition movement in the United States now
that the National Rifle Association has left town. But in its wake,
according to estimates from Mayor Phil Gordon, the NRA left about $70
million, and enough good will to suggest that if the Violence Policy
Center and Brady Campaign to Prevent Gun Violence had shown up to
protest, they might have been ridden out of town on a rail… Is the
battle over gun rights essentially over? Not according to NRA
Executive Vice President Wayne LaPierre, who made it abundantly clear
in a speech to the annual members' meeting – at which attendance was
surprisingly light, with only about half of the chairs in the meeting
hall occupied – and during his strolls around the exhibit hall that
anti-gunners are merely biding their time, waiting for the right
opportunity to strike. Gun owners, he said, must remain on alert… (I
find it intriguing that the convention attracted a record number of
attendees but so few attended the annual members' meeting.)

The New Prohibition: My oldest daughter patted my hand indulgently and
said "Dad, I can assure you that nobody is going to come take your
guns."  We were again discussing gun rights and she cannot fathom my
trepidation about the current trend in our federal government.  I
agree that the current legislation being considered doesn't empower
the police to come confiscate our guns, but it does put in place a
national permit system to oversee citizens rights to own a gun.  That
is step one: make it an earned privilege to own a gun.  Step two is to
raise the bar so high that practically nobody is clean enough or
trained enough or sane enough to actually own one.  After the basic
permit is in place and all guns registered, each time someone forgets
to renew or the government agency adds a requirement like "successful
completion of the FBI Academy firearms training protocol paid for by
the permit holder" that many could not afford, the permit is yanked
and the guns taken away. Eventually, the number of legal owners of
firearms would be about the same as Mexico currently has, a few
thousand.  That's a feasible scenario… (Bidstrup appears to be
referring to HR 45, a hideous pie of legislation which, fortuitously,
appears to be stalled in committee. However, I have similar concerns
about any federal intended to mandate nationwide CCW recognition.)

The Romanian Experience: …You see, before the Soviet communization of
Romania, the people had the right to have guns. I remember my father
telling me my granfather owned a double barreled shotgun he used to
hunt doves and rabbits with and a Luger pistol from when the German
troops were retreating - they were getting rid of all the equipment by
simply throwing it out of the troop transport trains. When the
communists took power in 1947 following falsified elections, the first
law they enacted was total gun confiscation (for the greater good of
course). Then after they made sure the population was disarmed they
started the arrests, imprisonments, reeducation camps and killings. So
practically since 1947 it was illegal to own any firearms in communist
Romania. The only exception was for hunting purposes: only single and
double barreled shotguns, only with a special permit form the police,
the owner was required to be a member of a state run hunting
association and the guns must be registered and locked at the police
station any time the dictator was in town…

RKBA Gains More Adherents: Attitudes on gun control are more
conservative this year than last, mostly with men than women. Nearly
as many people believe gun ownership rights to be important at 45%
than to control it at 49%. Last year 58% believed control over guns
was important as opposed 37% protecting gun rights. Women by
themselves have a different view, with 60% of them believing it is
more important to control guns compared with 30% placing emphasis on
protection of gun ownership. It is only in the East Coast that
controlling guns has greater priority and there has been no change of
opinion. Other regions of the country have moved at least 7 points
towards gun ownership being important, indicating a growing movement
toward the conservative view on guns…

The Beat Goes On: Gun sales have been shooting into the stratosphere
this year since many people are jittery about uncertain times during
the recession. New gun owners have been flocking to training courses.
"Gun sales are going through the roof," said Bill Bunting, a
Republican state committeeman, long-time leader of the Pasco County
[FL] Republican Party and life member of the National Rifle
Association. Democrats swept control of both the White House and
Congress last November, prompting a buying spree at gun shops. Bunting
specializes in teaching classes so people can obtain concealed weapon
permits. One recent student was none other than former state senator
Jack Latvala. The Pinellas County Republican said he thought it wise
to protect himself since he likes to hike through woods…

The upward trend in firearms sales continued in April, marking the
sixth consecutive month of significant increases. Data released by the
FBI's National Instant Criminal Background Check System (NICS)
reported 1,225,980 checks in April 2009. This figure is a 30.3 percent
increase from the 940,961 reported in April 2008. FBI background
checks are required under federal law for all individuals purchasing
either new or used firearms from federally licensed retailers. The
checks serve as a gauge of actual sales but do not reflect the actual
number of firearms sold, since, following a background check, a
customer may decide not to purchase a firearm or may purchase more
than one firearm. The April increase follows a 29.2 percent gain in
March and rises of 23 percent in February, 28 percent in January, 24
percent in December and 42 percent in November when a record 1,529,635
background checks were performed…

FOPA 86 Anniversary: Twenty three years ago, 18 U.S.C. § 921 (the
Firearm Owners Protection Act) was codified into law. This Act was
intended to restore rights to U.S. citizens and reform the Bureau of
Alcohol, Tobacco and Firearms. However, a last minute midnight
amendment added a sweeping new gun ban. In 1982, a bipartisan
subcommittee of congress issued a report which, in part, found as many
as 75% of the BATF prosecutions "disregarded rights guaranteed by the
constitution and laws of the United States." This lead to attempts at
reform that culminated in the FOPA in 1986. Some of the issues
addressed included easing restrictions on interstate purchases of long
guns, abolishing the ammunition registry, prohibiting gun
registration, and enacting "safe passage" protections for travelers so
they might transport guns and ammunition through more restrictive
states provided the arms were legal at the origin and destination of
the trip. In addition, more stringent regulations for the BATF were
put into place… (The last-minute amendment to FOPA 86 is a good thing
to point out when the prohibitionists whine about the Coburn amendment
to the credit-card bill.)

Texas Campus-Carry Bill Clears First Vote: College students and
faculty members with a concealed handgun license would be able to pack
their firearms on campus under a bill that the Senate tentatively
approved on Tuesday. The measure, passed on a 20-10 vote, was offered
by a state senator who said he wants to give Texas students protection
against mass shootings such as occurred at Virginia Tech University in
2007. Sen. Jeff Wentworth, R-San Antonio, said the right-to-carry
measure also would protect students from other life-threatening
situations… The measure, which needs a final vote in the Senate, faces
an uphill battle in the House, which allowed a similar bill to die on
its calendar last week. Higher education officials are expected to
lobby against the measure on the House side, using the argument that
it infringes on their authority and could endanger students and
faculty. The Senate bill does not affect a current prohibition on
firearms at sporting events.

to suspend the regular order of business to bring any bill to the
Senate floor for consideration.  Then a simple majority of Senators
are needed to vote to pass a bill.  Your State Senator, Tommy
Williams, cast key votes to suspend the regular order of business and
to pass SB 1164 on second reading. Tomorrow (Wednesday, May 20),
again, 21 Senators need to suspend the regular order of business and
then a majority need to vote to pass SB 1164 on third reading, which
will send the bill to the Texas House and keep the issue alive for the
session. The Senate will convene at 11am tomorrow.  Please contact

Louisiana "AWB" Dies in Committee: Legislation designed to impose a
statewide ban on semi-automatic weapons was killed 10-2 by the House
Committee on the Administration of Criminal Justice today. House Bill
387 by Rep. Cedric Richmond, D-New Orleans, is dead for the session
unless he can amend it on to another bill or get the full House to
order the panel send it the bill. Richmond said his fallback position
will be to ask the New Orleans City Council to adopt a local ban on
automatic weapons. Richmond said under recent court rulings, cities
can enact their own ban on the automatic weapons that he called "tools
of mayhem.'' The bill originally sought to ban all automatic weapons
as of Jan. 1 or require those who have them to register with the
state. Before it was killed, Richmond tried to salvage it by amending
the measure to make it applicable just to AK-47s, which he said give
the New Orleans Police Department and the Jefferson Parish Sheriff's
Office problems… (It's amazing how semi-automatic firearms become
automatic firearms in the space of three sentences. I wonder if BATFE
is investigation that conversion.)

Wisconsin Open-Carry Picnic: This past Sunday afternoon, I was busy
taking my final exam as a first year law student. However, if I had
not found it necessary to spend the day focused on a thorough
examination of the intricate and eerily beautiful mysteries of the
Federal Rules of Civil Procedure, I would have been down in Onalaska
Wisconsin. Why Onalaska? Because that is where Wisconsin gun owners,
emboldened by Attorney General Van Hollen's recent memo making it
clear that legal open carry of a handgun is protected by the Wisconsin
constitution and not grounds for disorderly conduct charges, held a
massive open carry picnic at the Marvin Gardens Park. There was an
astonishing turnout. According to picnic organizer Hubert Hoffman,
there were 213 attendees who signed in, 99 of which were open
carrying. He also noted that he served 100 hamburgers, 100 brats, and
50 hotdogs to those in attendance…

RKBA Smears Fail in L.A. Attorney Race: San Pedro lawyer Carmen "Nuch"
Trutanich claimed victory Tuesday in the race to become the next Los
Angeles city attorney, a result that marked an apparent defeat not
just for his rival, City Councilman Jack Weiss, but also for Mayor
Antonio Villaraigosa, who had backed him… Trutanich surprised many
City Hall insiders by mounting a strong challenge to Weiss, securing
endorsements from Sheriff Lee Baca and Dist. Atty. Steve Cooley. Out
of a field of five candidates in the March 3 primary, Weiss and
Trutanich came in first and second, drawing 36% and 27% respectively.
Since then, they have steadily lobbed attacks at each other, with
Weiss calling Trutanich a defender of polluters and gun owners, and
Trutanich portraying Weiss as an absentee councilman with little legal
experience…

Are Democrats Abandoning "Gun Control"?: Last week, 27 Senate
Democrats joined Republicans to pass an amendment that allows
concealed weapons in national parks. This week, the Senate could take
the first step toward overturning a gun control bill passed by their
own Democratic brethren more than a decade ago… The Senate Veterans
Affairs Committee is expected on Thursday to advance the Veterans
Second Amendment Protection Act, which is being co-sponsored by Sens.
Jim Webb (D-Va.) and Richard Burr (R-N.C.). The legislation would
overturn a section of the law that prohibits veterans who are unable
to manage their finances from obtaining a firearm. The bill maintains
a 1990s gun restriction on veterans found to be a danger to themselves
and others… Several political forces are driving the Democratic gun
control conversion. The most obvious one is that gun control turned
out to be a losing issue for dozens of Democrats…

NRA – New Face of the American Right?: When Kirby Warner, a trusty
Ruger pistol strapped to his hip, sat around and shot the breeze with
his fellow gun owners here at the National Rifle Association's annual
meeting this weekend, they weren't just chatting calibers and
cartridges. Nor did they stop at other tried and trusted fare, such as
President Obama and gun control. This year, taxes, bailouts, and the
general direction of the country was all on the docket. He remembers
reading a sign at one of the national tea parties: "If First Amendment
fails, see Second Amendment." … The 47,000 gun-loving Americans who
attended the 138th NRA Convention bore the hopes of many disgruntled,
mostly white Americans who seek to check what they see as Washington's
liberal trajectory. They represent one of the most organized and

McCain (R) of Arizona, potential Republican presidential hopeful Mitt

San Francisco Sued over Gun-Storage Law: The City is being sued by gun
owners and gun-advocacy groups because of a local law that says
firearms have to be locked up or kept disabled. The lawsuit, filed in
federal court Friday afternoon, challenges a local restriction that
forces handgun owners to either store their guns in a locked container
or disable them with trigger locks. Mayor Gavin Newsom signed the law
into effect in August 2007. National Rifle Association attorney Chuck
Michel, who filed the case, said the locking restriction interferes
with citizens' rights to immediately defend their families. Plaintiffs
include a group of San Francisco gun owners, retired police officers
and the NRA… The suit also tackles The City's ban on the sale of
fragmenting bullets, which break apart upon impact, and names Newsom
and police Chief Heather Fong… (Yes, firearms should be secured when
they are not in use; a firearm that is kept in a condition of
readiness in event of the need for self-defense is in use. A firearm
left behind when one leaves his home is no longer in use.)

Tennessee Senate Votes to Expand RKBA: People with handgun carry
permits could bring their weapons into all state and local parks in
Tennessee, under a bill the Senate passed on Monday. The chamber also
approved a bill to allow people with carry permits to transport
ammunition alongside rifles or shotguns in the passenger compartment
of their vehicles. The parks measure sponsored by Republican Senate
Judiciary Chairwoman Mae Beavers of Mt. Juliet passed on a 24-8 vote.
"The point of this bill is to give law-abiding and responsible permit
holders a fighting chance when confronted by a rapist or a murderer
while within a local or state park," Beavers said… Since both bills
differ from the versions earlier passed earlier by the House, the two
chambers would have to iron out differences before they could head for
the governor's consideration.

Florida Judge Rejects Stand-Your-Ground Defense: A towing company
owner must stand trial for fatally shooting a man who was trying to
reclaim his wife's towed car, a judge ruled Monday. Hillsborough
County Circuit Judge Robert A. Foster said the state's Stand Your
Ground law does not give Donald Montanez immunity from prosecution.
"It is inherently dangerous to pull a firearm and is best left to well
trained individuals who have a duty to serve and protect," Foster
said. "Citizens carrying firearms, whether licensed to do so or not,
proceed at their own risk subject to the laws of the state of Florida,
which are very clear. "Montanez was not justified in firing his
weapon," he said… (Note the importance attached to the shot being
fired through a side window of the vehicle.)

Florida Governor Urged to Use Veto: As more people in Florida seek
concealed weapons permits, Agriculture Commissioner Charles Bronson
wants Gov. Charlie Crist to veto a $6-million raid on a fund that pays
for the program. Bronson's request presents a timely opportunity for
Crist to score political points with gun owners just as he's embarking
on a race for the U.S. Senate. In a letter to Crist, Bronson cited
"unprecedented growth" in applications for gun permits that has
created a "tremendous backlog" of cases to be processed. All
applicants are subject to criminal background checks. To balance the
$66.5 billion state budget that takes effect July 1, legislators swept
nearly $600 million from dozens of accounts known as trust funds. Most
funds are sustained with fees that pay for specific programs…

Oops, Wrong Store: A shop owner allegedly shot and killed a burglary
suspect at a Carmichael shopping center early Monday, the Sacramento
County Sheriff's Department said. Officials said 65-year-old Bill
Dunbar, who runs a coin and jewelry shop at Marconi and Walnut
avenues, opened fire on two burglary suspects shortly after 4 a.m.,
sheriff's Sgt. Tim Curran said. One of the burglary suspects was hit
and died in the parking lot. The other suspect, identified as
21-year-old Sergio Antonio Arauza, got away but was found nearby and
arrested, Curran added…

Rule One, Rule Two Reminder: A 26-year-old Phoenix man accidentally
killed himself early Sunday while explaining gun safety to two Sierra
Vista residents. Samuel Benally Jr. was at an apartment on West Tacoma
Street when he said guns should be kept unloaded because people could
point them at their heads, said Sierra Vista police Sgt. Brett
Mitchell. Benally then demonstrated by putting his own 9mm Ruger,
which he believed to be unloaded, to his head and firing it, Mitchell
said… (Rule One: All firearms are always loaded. Rule Two: Don't let
the muzzle cross anything you're not prepared to shoot.

Rule Five Reminder: Police said a Northwest Side shooting death Sunday
night could be justified in self-defense. Witnesses told police that
26-year-old Boanegres Najera broke into a friend's home in the 9600
block of Timber Laurel after he was kicked out of a bar for causing a
disturbance. Najera allegedly stole a gun from the home. Later in the
evening, the owner of the gun confronted Najera in the 5200 block of
Northwest Trails. The men struggled over the weapon before a third
man, the gun owner's brother, shot the suspect about 10:45 p.m.,
police said. Najera died at the scene, while the shooter fled. Police
said the shooter likely would not face charges because he was

Paul Valone's Self-Defense Series: This is part two of a five-part

already articulated on my own website, which I consider worth
re-reading from time to time, much like my book. I will comment on the
Eddie Eagle program. I consider it a starting point for younger kids
but, as kids become stronger and more responsible, it is wiser to
demystify firearms by teaching them to handle them safely, under
supervision. This can also be used to teach them how to render them
safe, for scenarios such as a friend saying, "Look at my dad's gun!"
Merely trying to walk away from such a scenario may not be adequate.

Agents Find Few Southbound Guns: …For the past five weeks, hundreds of
agents participating in a newly intensified $95 million outbound
inspection program have been stepping into southbound traffic lanes,
stopping suspicious-looking cars and trucks… The findings? Wads of
U.S. currency headed for Mexico, wedged into car doors, stuffed under
mattresses, taped onto torsos, were sniffed out by dogs, seized by
agents and locked away for possible investigations. No guns were found
as the reporters watched; they rarely are… According to CBP, between
March 12 and April 30 officers seized…  Fifty-one pieces of
ammunition, weapons parts and guns, a minuscule fraction of the 2,000
weapons the Mexican government estimates are smuggled south every day…

Exporting the 90% Myth: …Hard numbers on seized firearms in Jamaica
have eluded me, so far, but I have little reason to expect those
numbers to be any more accurate with regard to Jamaica than has been

Do as I say, Not as I Do: What do guns have to do with credit cards?
Not much. Except they both share space on a bill that lawmakers want
to deliver to President Obama's desk by Memorial Day. In a surprising
move, the Senate voted 67-29 on Tuesday to attach a measure that would
allow guns in national parks to a bill that cracks down on credit card
fees… Sen. Tom Coburn, R-Okla., saw an opportunity to grab on to a
comparatively fast-moving target, since lawmakers are under the gun to
finalize a credit card bill in the next 11 days. Keeping pressure on
Congress, President Obama held a town hall in New Mexico on Thursday
inviting consumers who had written or called the White House about
their credit card companies… (Amendments are just fine for the left if

The Beat Goes On: Grab a phone book and call every gun shop across the
Valley. You will probably hear the same thing.  It's been nearly
impossible to keep ammunition on their shelves. Some companies, like
Sportsman's Warehouse in Phoenix, have had to post signs letting
people know that handgun ammo and other popular rounds are sold out.
On Wednesday, the store started a new policy that customers can only
buy two boxes per day. Manger Mark Russell said no one could have ever
expected this level of demand.  Jenni Rigs works the cast register and
said she was seeing people buying boxes of ammunition by the cart
full. Rigs thinks they are hoarding or stockpiling ammo…

Continuing a nationwide trend that began before November's
presidential election, area gun retailers are reporting an increase in
firearms sales. The result? Heightened demand has diminished
ammunition availability at retail locations throughout the U.S.
Although gun sales tend to go up during times of economic hardship,
retailers, gun owners and industry insiders credit rising sales and
declining supply to fear that President Barack Obama and a

Florida Legislature Taxes RKBA: …Because legislative budget officials
have refused to allow the Division of Licensing to use their own trust
fund money to hire necessary staff and upgrade equipment, the
Concealed Weapons and Firearms Licensing program is in crisis. It is a
crisis created by the legislature and anti-gun budget staffers. They
refused to allow gun owners' money to be used to administer the gun
owner program - as required by law - then confiscated gun owners'
money for their own political purposes. THEY CREATED A SECOND
AMENDMENT TAX. Right now, the concealed weapons and firearms licensing
program is backlogged and overloaded due in part to the refusal of

defended herself with what she had - a bowl of chili and some
household objects. "The woman fought them off," said Capt. David
Honeycutt of the Claiborne County [TN] Sheriff's Department, of the

them with a broom." Authorities later arrested three men in connection
with the home-invasion robbery, and two of them were also charged with

only had a legal right to defend himself and his business with lethal

From GOA: Gun owners won a long-fought victory in the U.S. Senate
yesterday with the passage of an amendment to repeal the gun ban on
National Park Service (NPS) and National Wildlife Refuge System land.
GOA was the driving force behind this amendment and lobbied Senators
hard prior to the vote to get the provision passed.  The amendment,
offered by Senator Tom Coburn (R-OK), passed overwhelmingly by a vote
of 67-29.  People can see how their Senators voted on the Coburn
amendment by clicking here. NPS and Wildlife Refuge land is treated
differently with regard to gun rights than other federally controlled
land. For instance, the Bureau of Land Management (BLM) allows state
and local laws to govern firearms possession. However, carrying

From CCRKBA: A key amendment that would allow national park visitors
to carry concealed firearms in accordance with state statute is a
common sense provision that deserves support, the Citizens Committee
for the Right to Keep and Bear Arms said today. Sponsored by Sen. Tom

legislation – was adopted by an overwhelming 67-29 Senate vote

They Wouldn't Lie, Would They?: Mexican federal police commander Gen.
Rodolfo Cruz Lopez described a weapon seized last month from one of
the nation's deadly "drug cartels" as a .50 caliber anti-aircraft gun
that fires 6-inch armor-piercing bullets at the rate of 800 rounds per
minute. The mainstream media coverage on both sides of the border
trumpeted the capture of this Rambo-style machine gun as evidence of
the increasing danger the drug-trafficking organizations pose to civil
society. A report on the seized "anti-aircraft" weapon by the
Associated Press noted that "assailants have fired on government
aircraft performing anti-drug missions in Mexico in the past, but
apparently never with the caliber of weapon found Monday [April 13 in
northern Mexico]." But there is just one problem with this narrative.
According to U.S. law enforcers, specifically the ATF, the captured
weapon is not what it appears to be, or at least what it was purported
to be by the Mexican police commander…

Time Takes Note: …Montana has passed a law allowing local gun
manufacturers to sidestep federal regulations as long as the weapons
they make are sold within the territory of the state. "It's a gun
bill, but it's another way of demonstrating the sovereignty of the
state of Montana," Democratic Governor Brian Schweitzer said,
according to the AP, as he signed the bill into law in mid-April. "I
like big guns, I like little guns, I like pistols, I like rifles, and
I would like to buy a gun that's made in Montana." In Texas (which
recently saw Governor Rick Perry joking that the Lone Star State might
take up the ultimate state right and secede from the Union), a similar
bill is in committee as the legislative session winds down. Tennessee
and Alaska "Firearms Freedom Acts" are working their way through the
process. Utah may take up a bill next year…

The Beat Goes On: …The first driving force has been the huge demand
for loaded ammunition through 2008 and continuing into 2009. The large
primer manufacturers like ATK (which would include Federal and CCI),
Winchester, and Remington are directing the majority of their primers
into loaded ammunition. Ammunition sales are going through the roof as
individuals stock up because of political concerns. The huge consumer
demand for ammo is in addition to the demand from law enforcement
agencies and our military to re-supply their own inventories. I know
that smaller ammunition manufacturers have been impacted drastically
by the primer shortage since their demands are higher than normal for
primers that they have to obtain through Federal, CCI, Winchester,
Remington, etc. Many of these smaller manufacturers have had to go to
other sources to get quality primers. Because of this situation, some
of them cannot keep up with their own ammunition production.
Unfortunately, these smaller ammo makers can't control their own
destiny since they don't have the capacity or tooling to make primers…

NRA to Meet in Phoenix: When tens of thousands of gun rights

Arizona House Approves Parking-Lot-Storage Bill: The state House has
overwhelmingly approved a bill that would permit a gun owner to keep a
weapon out of sight in a locked vehicle in a parking lot or garage.
House approval of the bill on Wednesday on a 41-10 vote sends it to
the state Senate, which has not yet begun considering non-budget bills
during the current session. Supporters said the bill would serve
Arizonans who want to have guns in vehicles for self-defense and
recreational purposes. Critics said it tramples on private property

Missouri Campus-Carry Bill Needs Help: I've written about Missouri
House Bill 668 before (with more here).  The bill has several
pro-self-defense provisions, including lowering the age of eligibility
for carry permits from 23 to 21, and expanding the circumstances in
which the "Castle Doctrine" applies.  The biggest part of HB 668,
though, came in an amendment that would end the status of Missouri
college and university campuses as self-defense-free zones.  Students,
faculty, and staff, in other words, who are licensed to carry a
defensive firearm nearly everywhere else in the state of Missouri
would now be able to do so on campus, as well…

Oops, Wrong House: A homeowner on the Detroit's east side thwarted
three robbers by firing out of her bedroom as the men made their way
up the steps inside her home, according to police. A neighbor at 5
a.m. today noticed the three men breaking in the kitchen window of the
home in the 900 block of Algonquin, according to Detroit Police. He
called the cell phone of the man who lives there, who was on his way
home from work. The homeowner then called his wife, woke her and told
her to get their gun. Hearing footsteps on the stairs, she fired a
number of shots, missing the thieves. The husband arrived home just as
the men were climbing back out of the window, and they escaped. (It
sounds as though the woman could use some more range training and the
reporter needs to learn the difference between theft, robbery and
burglary.)

Oops, Wrong Auto Shop: An off-duty cop shot and killed an armed robber
during a brazen stickup in a Brooklyn auto shop Saturday, police and
witnesses said. Ray Williams, 49, was getting his 1998 Lexus repaired
at Mel's Auto Specialist in East Flatbush when two men walked in and
asked for a used car battery, witnesses said. One of the men, his hand
palming a concealed .45-caliber handgun, pulled out the weapon and
announced a robbery, sources said. "Everybody get on the ground!
Everybody get on the ground!" the gunman yelled, a witness told the
Daily News. The stunned customers and a manager froze. A moment later,
Williams, a narcotics detective, identified himself and drew his gun.
That's when the bullets started flying at the E. 42nd St. shop. It was
unclear who shot first, police said. Williams was on target, hitting
the gunman in the neck, police said…

Codger Gets His Gun: …After an already full lifetime of 71 years,
three months ago he decided to get his concealed carry permit. This

The Beat Goes On: The firearms industry appears to be riding out the
recession in fine form, with sales across the country flourishing. And
the enthusiasm for purchasing such weaponry has spread to communities
south of Boston, according to area gun dealers. Firearms of all types
are in demand as well as the ammunition to feed them. Customers run
the gamut from the seasoned hunter and skilled marksman to the novice.
Training classes for new gun owners are not only full but booked
months into the future. Eric Goldman, president of the Braintree
Pistol & Rifle Club's executive board, said training class enrollment
has gone up dramatically over the last several months. "Classes are
required of all new owners," Goldman said. "It teaches safe gun
handling. We offer new members' classes once a month, and used to have
from 30 to 35 people take them. Right now, our classes are 70 to 75."
The Braintree club boasts more than 3,000 members. "It's gone up
lately because of new gun users," Goldman said…

Fueled by rumors that the Obama administration will ban assault

up with a theory that elites lead public opinion. And on some issues,

Reject Gun-Free Zones at Sea: …Whether it is on land or sea, gun-free
zones are magnets for criminals and terrorists. There is a reason that
all multiple-victim public shootings in the United States with more
than three people killed have occurred where concealed handguns are
prohibited: Assailants are confident no one will fight back because
their targets legally cannot be armed to defend themselves. Commercial
seamen suffer the same vulnerability because pirates can be sure the
ships' crews are unarmed… Liability concerns of some shipping
companies are similarly unfounded, as commercial aviation has shown.
U.S. pilots were allowed to carry guns until as recently as 1987. No
training was required, and yet there were no accidental gunshots or
incidents of pilots harming others. After the program to allow armed
pilots was renewed in 2003, there has been only one accidental shot

New York Democrats Infringe RKBA: The state Senate's new Democratic
majority could soon pave the way for tighter restrictions on gun
ownership. Under measures adopted last month by the state Assembly,
gun owners would have to renew their permits every five years and
undergo background checks if they buy guns from pawnshops. They also
would have to give up their 50-caliber weapons, including the 12-gauge
shotgun. If passed by the state Senate and signed by Gov. David
Paterson, the laws would also require all semiautomatic pistols to be
capable of stamping spent ammo casings so they can be identified and
matched with the firearm, and new restrictions will be imposed on
merchants to make it harder for criminals to purchase weapons. (If
12-gauge shotguns fall under the ban, I would imagine the 20-gauge
shotguns would too as they also exceed .50 caliber. Does New York
really send BATF 4473 forms to the FBI?)

Oops, Wrong Cop, New York Version: A retired cop shot and wounded a
thug who had attempted to rob him in Bedford-Stuyvesant, authorities
said. James Singleton, 32, walked up to the 45-year-old retired police
officer near Schenectady Avenue and Herkimer Street at 4 p.m. Thursday
and pulled a gun from his waistband, officials said. The cop grabbed
his own revolver and fired, hitting Singleton once in the shoulder,
cops said. A loaded .25-caliber handgun was recovered at the scene.
Singleton was treated at Kings County Hospital. He was charged with
attempted robbery and weapons possession.

Oops, Wrong Cop, California Version: A boy playing "cops and robbers"
with a toy handgun has been shot and wounded by a Los Angeles County
sheriff's deputy, officials say. The boy was shot shortly [sic] Sunday
night in Palmdale. Deputy Jeff Gordon says the boy was hospitalized in
stable condition and is expected to survive. His age and identity were
not immediately released. Gordon says deputies were responding to
reports that someone was riding a bicycle and brandishing a handgun.
They spotted the rider and ordered him to drop the weapon but instead,
Gordon says he pointed it at the deputies. One deputy fired a shot and

Who's Afraid of the NRA?: In politics, conventional wisdom can be slow
to die, even when the so-called wisdom is neither true nor wise. So I
was reminded on a recent visit to Capitol Hill, when I asked several
lawmakers and senior members of their staffs to explain the Democrats'
timidity about standing up to the National Rifle Association by
pressing needed measures to curb gun violence. House Speaker Nancy
Pelosi and President Obama tossed cold water a few weeks back on
Attorney General Eric Holder's well-founded enthusiasm for reviving
the assault weapons ban that Congress and the Bush White House let
expire in 2004. I was struck by a common thread in the responses I
heard: Enactment of the original 1994 assault weapons ban cost

Tenth Amendment Smokescreen: Several states have sanctimoniously
passed resolutions that are worthless trash demanding nothing designed
to placate a half-asleep public. They mean nothing, have no effect in
law, the spineless "servants" who introduce them know this, and act
just so they can say, Oh what a good boy am I. Let one, just one,
introduce such a bill with backbone and teeth, that truly repulses
federal government intrusions and attacks on the 10th Amendment, and
I'll change my tune. I guess that would be Montana, which has enacted
a 10th-Amendment-based statute called the Montana Firearms Freedom

AK-47, Home-Defense Rifle: Investigators said blood DNA and forensic
evidence from a southwest Atlanta crime scene helped lead police to
the capture of Standard bar shooting suspect, Jonathon Redding. Police
said, two days after the murder at the Standard bar, Redding was shot
while trying to commit a home invasion. Officials said Redding came to
the Harmony Plaza One apartments on January 9 and attempted a home
invasion of Apt. 6, Building F. "All of a sudden we heard shooting. It
was about five shots," said witness Terry Williams. Bullet holes can
still be seen through the window at the apartment unit. Police said
Redding didn't realize that the home owner had an AK-47 of his [sic]
and shot back at Redding, hitting him in the arm and shoulder… (It's
unclear, due to an apparently missing word, if both shooters were
armed with AK-47 clones. Redding's wounds, however, are typical in
that they appear to be in the gun-side arm and shoulder. This is why
it's important to be able to access a firearm and shoot with either

With Friends Like These…: A 7-year-old boy who was allegedly shot in
the head by a couple who thought he and three other people were
trespassing on their property died Saturday, authorities said… Sheila
Muhs and her husband, Gayle Muhs, both 45, were charged with
second-degree felony counts of aggravated assault in the shootings
Thursday. They were being held at Liberty County Jail with bail set at
$25,000 each and had not yet retained an attorney, Bishop said… Bishop
said the district attorney could upgrade the charges to murder on
Monday, but investigators were "still trying to get the circumstances
behind the incident." …Bishop said the area includes a dirt road,
trees and overgrown brush and that it wasn't uncommon for people to go
off-roading there. The Houston Chronicle reported that a sign in front
of the suspects' home reads: "Trespassers will be shot. Survivers will

Hawaii May Ban Pocket Knives: Hawaii, the island paradise that has
long been a haven for tyrannical government denial of civil rights,
with virtual bans on the Second Amendment, has introduced a bill to
ban pocket knives of any type. Knives are theoretically protected
under the Second Amendment, whose careful wording protects "arms" and
not just firearms. No criminal activity or intent is required. Mere

Germany to Ban Paintball: The German government is planning to ban
paintball and laser shooting games in reaction to the recent school
massacre in which 15 people died. Under legislation agreed by the
ruling coalition of the chancellor, Angela ­Merkel, using air rifles
to shoot paint-filled pellets at opponents is likely to be made
illegal, and would be punishable with fines of up to €5,000 (£4,480)…
The government has found itself under pressure to tighten gun laws in
Germany in what has become one of the main issues before a general
election in September. "This so-called game plays down violence,
leading to the danger that people have fewer inhibitions about
shooting each other," said Dieter Wiefelsputz, of the Social

From GOA: Some Republicans still don't understand why mainstream
America is so upset with their Party. Now that Sen. Arlen Specter has
defected to the Democrat Party, many prominent Republicans are openly
recruiting liberal Republicans to run against Specter. And at the top
of their list is Tom Ridge. Ridge is the turncoat Republican whose
vote was crucial in passing the semi-auto ban in 1994. After having
opposed a similar ban in 1991, then-Rep. Tom Ridge flip-flopped and
teamed up with Charles Schumer (D-NY) to pass the semi-auto gun and
magazine ban.  The gun ban passed narrowly, 216 to 214, thanks to Tom
Ridge. Later, as Governor of Pennsylvania, Ridge signed one of the
most restrictive gun control laws in the State's history - the
infamous Act 17 which registered and taxed long gun buyers and placed
other restrictions on Keystone State gun owners. As the head of the
Department of Homeland Security, Tom Ridge opposed arming pilots.  He
asked, sarcastically, if pilots carry guns, then should we also arm
railroad engineers and bus drivers? As DHS Director, Ridge should have
led the charge to arm pilots and people in other positions that fell
under the agency's purview…

Bill Would Restore National-Park Carry: U.S. Sens. Mike Enzi and John
Barrasso, R-Wyo., have added their names as co-sponsors of a bill that
would allow individuals to carry concealed weapons into national
parks. The legislation, called the Preservation of the Second
Amendment in National Parks and National Wildlife Refuges Act, seeks
to replace an administrative rule that has been mired in court
proceedings since January that would also allow visitors to carry
concealed weapons into national parks. A federal judge in April struck
down that administrative rule, which was set in place last December by
the outgoing Bush administration, after several conservation and other
groups filed a lawsuit…

Empathy versus Law: …When the Supreme Court in 1995 declared that
carrying a gun near a school was not "interstate commerce," there was
consternation and outrage in the liberal press because previous
decisions of the Supreme Court in years past had allowed Congress to
legislate on virtually anything it wanted to by saying that it was
exercising its authority to regulate interstate commerce. When the
Supreme Court decided by a narrow 5 to 4 vote that carrying a gun near
a school was not interstate commerce, it was saying something that
most people would consider too obvious for words. But it was
considered outrageous that the Supreme Court recognized the obvious
and refused to rubberstamp the sophistry that allowed Congress to pass
laws dealing with things that the Constitution never authorized it to
deal with. Incidentally, carrying a gun near a school was something
that states had the authority to deal with, and the great majority of
states had already banned it. What is at stake in Supreme Court
nominations is the power of the federal government. "Empathy" is just
camouflage, a soothing word for those who do not look beyond
nice-sounding rhetoric. (Note that Congress subsequently reinstated a

The House Judiciary Committee heard proposals Wednesday for increased
gun control inside the United States as a means of cutting down on
drug violence along both sides of the U.S.-Mexico border. "How many
officers have to be killed before we impose more gun regulation?"
asked Texas Representative Jackson Lee, a Democrat. Democrats have
called on better gun control in the U.S., which they say supplies 90

Polls Show Politicians out of Touch: Recent national polls by CNN, NBC
News and the Wall Street Journal have revealed that support for new
gun control measures is declining in the United States, despite
efforts by the Obama administration and its media cheerleaders to
demonize guns by sensationalizing recent shooting incidents, and the
bloody drug war in northern Mexico. In April, CNN polling found that
46 percent of Americans say existing gun laws are adequate, and
another 15 percent believe they ought to be relaxed, while only 39
percent of those responding want stricter gun laws. Also last month,
an NBC News/WSJ poll revealed that support for restrictions on
so-called "assault weapons" had dropped from 75 percent in 1991 to 53
percent today, which may have something to do with the rush on gun
shops over the past six months by people buying those guns and case
upon case of ammunition for them…

Brady Bunch Berates Big Brother: The Brady Campaign to Prevent Gun
Violence is profoundly disappointed that President Obama has failed to
follow through with his promises for 'openness' by reaffirming much of
the so-called Tiahrt Amendments. This means a continuation of the
reckless Bush-era policies that endanger public safety and make it
easier for criminals to obtain illegal firearms. President Obama's
proposal undermines the landmark Brady Law by continuing the dangerous
Bush administration policy requiring the destruction of most Brady
background check records in just 24 hours… (Isn't the avowed purpose
of NICS to make sure that purchasers are not prohibited from

McCarthy, Castle Attack Gun Shows: Today, with the U.S. Capitol in the
background, Rep. Mike Castle (R-DE) and Rep. Carolyn McCarthy (D-NY)
kicked-off a campaign to pass The Gun Show Loophole Closing Act,
legislation to require background checks on all firearm sales at gun
shows.  Every year there are thousands of gun shows across the country
and U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has
estimated that at least 25% of the gun-sellers at these events are
unlicensed.  Requiring background checks on all gun sales at gun
shows, not just transactions with licensed dealers, will help ensure
that firearms do not fall into the hands of criminals, terrorists or
the mentally ill. Reps. Castle and McCarthy believe that now is the
ideal time for this bill to gain traction in Congress as Senator Frank
Lautenberg recently introduced similar legislation and on the 2008
Presidential campaign trail, the concept enjoyed the bipartisan

Massachusetts Governor Seeks More Infringements: Governor Deval
Patrick is filing legislation today to reduce gun violence that
includes a provision to restore a crime-fighting tool for prosecutors
that was taken away by a court ruling Monday. The bill would allow
suspects to be held without bail pending a dangerousness hearing for
charges that involve illegal possession, use, or trafficking of guns,
the governor's office said. The legislation would also create a new
felony of using a gun while committing a misdemeanor, limit gun
purchases to one per month, and require sales of guns by private
parties to be recorded by licensed gun dealers… (Massachusetts is a
stranger state than I thought – they don't appear to have much of a
separation between the executive and legislative branches if the
governor can file legislation.)

California Ammo Bill Tabled: One of the worst pieces of anti-gun owner
legislation in a number of years effectively has been tabled by the
California legislature when Los Angeles Democratic Assemblyman Kevin
De Leon's AB962 was put in the Suspense File by the Assembly
Appropriations Committee on Wednesday this week. While the bill can be
revived, it is likely dead for this year. The bill would have stopped
the private transfer of more than 50 rounds of ammunition per month
between individuals or by stores to individuals. It would have
licensed and taxed anyone selling ammunition commercially and forced
these stores to get background checks on anyone selling ammunition. It
would have required a thumbprint from anyone buying handgun ammunition
(and a costly bureaucracy to manage those thumbprints) and it would
have banned all mail-order ammunition sales…

Another Test for Open Carry in Wisconsin: Four teens knocked a
42-year-old Racine man from his bike Friday night. He thought they
were going to rob him. The man pulled a Smith and Wesson revolver from
his side holster, pointed it at the sky and yelled, "Gun!" The four
suspects ran, and the man flagged down a Racine police officer. The
incident will perhaps mark the first time a new opinion allowing open
carry of firearms is put to the test here, as it conflicts with
another state statute that makes it illegal to possess a gun within
1,000 feet of a school, if not on private property… (Four against one
is clearly a disparity of force that should justify the display or use
of the firearm. The issue appears to be one of a gun-free school zone.
Under federal law, this point would be moot if the possessor held a
state-issued carry permit but there is no such thing in Wisconsin.)

Oops, Wrong House: An armed burglary that ended with a homeowner's
brother fatally shooting a suspect was preceded by a rash of similar
crimes in the area, deputies said… When Chris Derocher, who was away
from home, arrived, he noticed his garage window was damaged and a
motion-sensor light inside the garage was turned on, deputies said.
Chris Derocher and his brother, who was armed with a handgun, opened
the garage door and found the two men inside, deputies said. One of
the suspects, Terry Hayes, 34, brandished the BB gun at the men, and
Bryan Derocher fired two shots, one of which struck Hayes in the
torso. Hayes died at the scene, deputies said. Hidalgo said Hayes' BB
gun was indistinguishable from an actual gun…

Germany to Impose More Restrictions: The German government has agreed
to curb gun rights, two months after a 17-year-old killed 15 people
with a pistol taken from his father's bedroom, according to press
reports on Thursday. The left-right 'grand coalition' has agreed to
present a series of measures to parliament in late May tightening arms
control laws, several dailies said…  The proposals on the table
include banning paintball, a game in which players use air rifles to
shoot ammunition filled with paint at opponents. Lawmakers say the
sport 'simulates killing' and should be outlawed. The draft law would
also bar youths under the age of 18 from shooting high-calibre guns at
target practice and permit police to conduct checks at the homes of
gun owners to ensure their weapons are under lock and key. An
electronic registry of firearms would also be introduced along with,
eventually, biometric security systems to help ensure weapons are only
used by their rightful owners. In addition, lawmakers would introduce
an amnesty for owners of illegal firearms if they turn them in to
authorities.

Mexico's Weapons Cache Stymies Tracing: Deep inside a heavily guarded military warehouse, the evidence of Mexico's war on drug cartels is stacked two stories high: tens of thousands of seized weapons, from handguns and rifles to AK-47s, some with gun sights carved into the shape of a rooster or a horse's head. The vault nestled in a Mexican military base is the government's largest stash of weapons - some 88,537 of them - seized from brutal drug gangs. The Associated Press was recently given rare and exclusive access to the secure facility. The sheer size of the cache attests to the seemingly hopeless task of ever sorting and tracing the guns, possibly to trafficking rings that deliver weapons to Mexico. And security designed to keep the guns from getting back on the streets is so tight that even investigators have trouble getting the access they need… (Yes, it's not likely that the Mexican government wants most of these firearms traced back to its own armories.)

The Beat Goes On: An increasing demand for ammunition has led to its increasing scarcity on retailers' shelves in both Virginias and across the nation. In the past, hunters and other gun owners usually purchased a few boxes of ammunition at a time, but now they buy whole cases at a time when merchandise is available. Forget Oprah, Get a Gun: …So how do we get women to dig guns? Many women will experience frustration if you keep stressing guns as a method of self-defense and get right to the point of mentally preparing to kill someone to save a life. They may not be ready to "go there" if they are already hostile to guns. Ease 'em on in with things to break down their intolerance. Most women are introduced to guns at the range, or perhaps by just shootin' stuff on private property somewhere out in the country. Husbands, fathers, brothers – they all make good first-time instructors because they are trusted by the first-time female shooter. Nebraska Supreme Court Rules on Mental-Health History:
An Omaha man who once expressed homicidal and suicidal thoughts was wrongly denied a state handgun buyer's permit by the Douglas County sheriff, the Nebraska Supreme Court ruled Friday. Joseph D. Gallegos had never been "committed" to a mental institution under the definition of the 1968 federal gun law, according to the court's unanimous opinion. He should not, therefore, have been denied a handgun permit in 2007, the court said. In 2001, Gallegos, a veteran, sought voluntary treatment at the VA hospital in Omaha for post-traumatic stress syndrome and depression…

Man Who Defended Home in Critical Condition: A Corryton man who was shot during a Saturday night robbery at his home is in "very critical condition" at the University of Tennessee Medical Center, a Knox County Sheriff's Office spokeswoman said today. Billy Graves, 42, was shot in the abdomen during an exchange of gunfire with two masked robbers who burst into the home he shares with his wife at 9920 Washington Pike just after 9 p.m., said Sheriff's Office spokeswoman Martha Dooley. Good Thing It Wasn't on Campus: A group of college students said they are lucky to be alive and they're thanking the quick-thinking of one of their own. Police said a fellow student shot and killed one of two masked me who burst into an apartment… "Apparently, his intent was to rape and murder us all," said student Charles Bailey. Bailey said he thought it was the end of his life and the lives of the 10 people inside his apartment for a birthday party after two masked men with guns burst in through a patio door. "They just came in and separated the men from the women and said, 'Give me your wallets and cell phones,'" said George Williams of the College Park Police Department. Bailey said the gunmen started counting bullets. "The other guy asked how many (bullets) he had. He said he had enough," said Bailey. Texas Homeowner Cleared in Shooting: The Weatherford home owner who shot and killed an intruder in March will not face criminal charges, a Parker County Grand Jury recently determined. After hearing a full offense report, which included witness statements and evidence, jurors declined to indict the elderly shooter… n the morning of the incident, Robert Earl Bardwell, 57, of Weatherford, was shot multiple times after police say he forced entry into a residence and started assaulting the elderly owner's 34-year-old son. Oops, Wrong Pharmacy: A small sign in the Bob Johnson Pharmacy window says it all: Mike Donahue does not put up with anyone trying to steal from him. The sign lists a half-dozen people who Donahue says have tried to rob the Crown Hill pharmacy since 1988. "None of them got away with it!" the sign reads. Donahue has security cameras set up, a security system and, as he tells KING 5, he's armed with a Glock 19 handgun under his lab coat. This is surveillance video of Donahue chasing a would-be robber out the front door. "When someone comes in to rob my pharmacy or put my patients at risk I have something to help protect us," he says. Do as I Say, Not as I Do: Police say a man is recovering after being shot in the face by the instructor during a Concealed Pistol License class. It happened on Dequindre in Addison Township. Police say the shooting was accidental. The investigation has determined that the instructor was demonstrating two guns during the class. Officers say he first showed a semi automatic hand gun loaded with plastic training bullets. He then displayed a .38 caliber Smith & Wesson revolver that he thought was also loaded with plastic training bullets. It was during that portion of the class that the .38 caliber revolver accidentally went off. The bullet ricocheted off the instructional table, hitting the student in the face. The 52-year-old was hit on his left cheek. He immediately received medical help from another student, while other participants in the class called 911. He is currently in stable condition at Troy Beaumont hospital with non life threatening injuries. The investigation is ongoing, and will be reviewed by the Oakland County Prosecutor's Office for possible charges. (Personally, I use dummy rounds in CWP courses only to demonstrate loading and unloading procedures. If I need to dry-fire or have the students dry-fire, it is done with a gun that has been verified as unloaded at it is usually done with a Kevlar vest as the target.)

Should This List Determine Firearm Purchases?: Nearly eight years after the Sept. 11 attacks, the FBI's terrorist watch list is so flawed that at least 10 people who should have been kept out of the United States were allowed to cross its borders, an internal audit released Wednesday shows. Department of Justice Inspector General Glenn A. Fine concluded that the bureau also was slow to remove names that should not have been on the list, leading to outcries from civil libertarians who have long been critical.
